Ohio Facilities Construction Commission

The Ohio Construction Facilities Commission oversees capital projects undertaken by state agencies and state-supported institutions of higher education; manages Ohio's school facility programs which provide support for the construction and renovation of public K-12 schools; and administers the funding for community-based cultural and sports facilities projects.

The State will co-fund a project based upon a district’s relative wealth in comparison to every other district in Ohio.  The least wealthy districts are eligible for the highest percentage of State funding.   In our case, as of August 30, 2021, the State will co-fund 68% of the cost of a new Elementary School.  

What impact does South Afton Industrial Park have on the District?

We’ve had the good fortune of Design Within Reach and Nestle-Purina locating in our District.  While the PILOT payments, Payments in Lieu of Taxes, from South Afton are not enough to service the debt on a new Elementary School, they are planned to be used for repairs and upgrades to our existing facilities.   For example, they are currently being used to service the debt for the new roof that was installed on the Middle/High School.

Locally Funded Initiatives (LFI's)

To receive State funding, the District must adhere to the Ohio School Design Manual, OSDM.  The District is 100% responsible for anything above the specifications found in the OSDM.  These are called Locally Funded Initiatives, LFI’s.
